महोदय,

आपका ध्यान विदेश मंत्रालय के आईसीसीआर में व्याप्त गंभीर भ्रष्टाचार और इस संबंध में आवाज उठाने वाले कर्मचारियो के खिलाफ बदले की भावना से कार्यवाही करने और आवाज न उठाने के लिए मजबूर करने की ओर आकर्षित कराना चाहता है. यहाँ कि अदालत की अवमानना के केस में जिद पर अड़े सतीश को दूसरे दिन अदालत में पेश होने का बेहद गुस्से में आदेश दिया तब सारी ऐठन निकली और आदेश के अक्षरशः पालन का शपथपत्र देकर अपनी जान बचा पाये थे.

उल्लेखनीय है कि मेरी ही शिकायत पर आपके ही मंत्रालय के श्री राकेश कुमार-विशेष सचिव, मधुप मोहता-डायरेक्टर आदि के खिलाफ सीबीआई से कार्यवाही के अलावा बहुत-बहुत बड़े-बड़े लोगो के भष्टाचार के खिलाफ उठाकर देश सेवा करने का सौभाग्य प्राप्त कर चुका हूँ। उसी सिलसिले की कड़ी की दोबारा हम शुरूआत कर रहे है..आपको जानकर और पढ़कर हैरत होगी की अपराधी अधिकारियों की हिम्मत कितनी बढ़ी हुई है वो कुछ भी गंभीर से गंभीर अपराध करते हुऐ भी घबराते नही है. कुछ प्रमुख शिकायतो का संक्षिप्त विवरण इस प्रकार है.

1. मौजूदा आईसीसीआर के महानिर्देशक और विदेश मंत्रालय के अतिरिक्त सचिव श्री सतीश चंद मेहता के खिलाफ 8 से अधिक देश भर में फैले अरबो रुपये की जायदाद के बारे मिली गंभीर मय सूबूतो के शिकायत के बारे में स्पष्टीकरण के संबंध में दिनाँक को लिखा था। लेकिन आजतक कोई जवाब नही आया..क्युँ? इनकी जायदादो में सेक्टर 63, नोयडा, गुड़गाँवा, जयपुर में अपार्टमेंट, कामर्सियल एरिया, प्लाट और सी-121 से सी-124 तक वीआईपी एरिया में प्लाटो के अलावा अन्य का भी पता चला है..जिसकी पुष्टी का काम चल रहा है. उदाहरण के लिए उनमे से एक जायदाद जिसकी कीमत मेहता 2011 में 8 लाख बताते है..उतनी ही एरिया की कीमत मकान.काँम पर 2.2 करोड़ बतायी गई है. आदि.

2. ये पिक्चर सतीश चंद मेहता और उनके निर्माणाधीन मकानो के है..इस संबंध में प्राप्त शिकायतो की सच्चाई जानने के लिए आपकी आवाज़.काँम ने 16 दिसंबर 2014 को एक पत्र भी सतीश चंद को लिखा था..लेकिन आज तक उसका जवाब नही मिल सका है. इस पत्र में सारे सुबूतो के साथ उन सभी के लिंक व विवरण दिये गये है। विश्वस्त सूत्रो के अनुसार मेहता की आईसीसीआर से पहले कुवैत की पोस्टिंग मे जबरदस्त कमाई की..सूत्रो के अनुसार 2500 प्रवासी भारतियों से हर वर्ष वीजा रिनूवल के नाम पर 2000-3000 रुपये प्रति प्रवासी से अवैधरुप से लिया जाता है और आज भी मेहता का रवैय्या खराब ही है..आईसीसीआर के लगभग 200 करोड़ के बजट के दुरुपयोग की अनेको घटनाये कर्मचारियो से सुनी जा सकती है। ये उस पत्र है जिसे हमने आपके कार्यालय सहित बहुतो को दिया था..लेकिन अभी तक कोई कार्यवाही नही हुई.

SUBJECT: SEEKING INFORMATION REGARDING PROPERTIES AND WITHHOLD THE ENQUIRY ON THE COMPLAINT OF MULTI CRORE CORRUPTION IN EUROPALIA FOR THE PURPOSE OF PUBLISHING AND INCLUDING THE DETAILS IN FORTH COMING PIL BEFORE THE HON’BLE HIGH COURT.

Dear Sir,

We received complaints as editor of the www.aapkiawaz.com- A world renowned News Portal and played an important role in curbing corruption. As you know that Shri Rakesh Kumar- former Director General of ICCR and Special Secretary of MEA was charged by CBI as result of news got published at the news portal. The brief of some of the complains are as following:

1. Complainant provided the list of your properties including list of those properties with the charge of disappropriate assets of multi crores which was declared by you to the parent department. Therefore, you are requested to:

(i) Please provide the list of your properties with the rate of purchasing, total Area, Source of Income, Market value including declared value, whether constructed or plot along with photographs. So that reality can be examined.

(ii) The declared valuation of 4 properties of Khushi Nagar are Rs.8 lakhs but when we collected the information then came to know rate of properties are around 2 crores at same portion in that area. For the proof I am enclosing link of website.

b) ICCR has received a complaint regarding multi crore corruption in organizing by the Europalia festival and when ICCR CVO has order for the enquiry. Immediately entire vigilance staff has been even snache the charge without the mandatory approval of Central Vigilance Commission and case has been handover to the Mr. Dinkar Ashthana.—DDG(DA) and matter has been hush up. And also charged that a huge amount has been received. Therefore, Can you please provide the details of related facts…so than it can be crossed checked. On the same subject a detailed complained was also filled with the CBI and copy was send to AapKi Awaz.com.

c) Please comment and inform about the action taken report if any regarding the charges was mentioned in the PIL filled on 05.11.2014 in CM No.16228/2014 in Public Interest litigation WP (C) No.2463/2006, before the Hon’ble High Court, Delhi which was due to technical reasons disposed with liberty to file fresh writ. Therefore, you are request to kindly send the related information in the interest of nation, maintaining the transparency and so that real truth can be find out. If you are ready to provide the information a line of confirmation of receiving this request shall be highly appreciated.
